Presidential Water Quality Initiative and the USDA <br />-.J Water Quality Program Plan <br /> <br />President Bush recommended a new initiative for enhancing <br />water quality in his 1990 budget proposal presented to <br />Congress on February 9,1989. (See table 1.) The <br />President's initiative defines a vigorous effort to protect <br />ground and surface water from potential contaminatioa by <br /> <br />agricultural chemicals and wastes, especially pesticides and <br />nutrients. The plan integrates the combined expertise of <br />USDA agencies to promote the use of environmentally and <br />economically sound farm production practices and to develop <br />improved chemical and biological pest controls. <br /> <br />In his statement of principles and policies, the President <br />makes it clear that farmers are ultimately responsible tor <br />avoiding contamination of water resulting from management <br /> <br /> <br />Crop rotation, terraces, and strip farming <br />conservation practices reduce the runoff transport <br />of nutrients and pesticides that cause impairment <br />to lakes, streams, and ground-water recharge <br />areas. <br /> <br />Table 1.
