<br />.> <br /> <br />~ <br /> <br />~,.;: <br />~'l <br /> <br />,@..:", <br />-<;<. <br /> <br />p') <br />'(!; <br /> <br />nC~-~?3 <br />PROJECf OBJECTIVES <br /> <br />A <br /> <br />To develop an accounting spreadsheet that can be used to more efficiently and <br />effectively manage and administer basin water supplies to meet existing demands <br />and provide an accounting for the major exchanges and storage of water. <br /> <br />B. To more accurately define the Gunnison River Basin's historical water supply. <br /> <br />C. To develop a planning model that will accurately descnbe the hydrology of the <br />basin. The planning model would provide a tool that could be used to analyze the <br />effects of proposed water resource developments including currently-proposed <br />developments and alternatives thereto, as well as new proposals which may be <br />developed. <br /> <br />., <br /> <br />To provide information and receive comment from the interested members of the <br />public concerning model development, assumptions, and results. <br /> <br />D. <br /> <br />PART I - DAILY ADMINISTRATION/ACCOUNTING SPREADSHEET <br /> <br />The Bureau of Reclamation, in close consultation with the State Engineer's office, <br />will develop a daily accounting spreadsheet for the purpose of keeping track of river <br />operations and admistration. It will seNe as an official record of each year's water- <br />resource activity for major rights in the basin, and can be used to identify the "call" <br />situation existing on the river on any day of the year. The spreadsheet would individually <br />represent major water rights and exchange agreements that cOntrol administration of the <br />river. Small water rights would be aggregated into priority classes or ranges within <br />individual sub-basins. <br /> <br />PART n - PlANNING MODEL <br /> <br />The project sponsoring agencies will select a consultant to develop a <br />planning/forecasting model for use in examining potential impacts of proposed water- <br />resource development (both structural and administrative) on the existing hydrologic <br />conditions in the basin. Emphasis will be placed on accurately modeling the basin's <br />existing demand conditins. Some expansion of the modeling done for the Colorado Water <br />Resources & Power Development Authority's Phase I Feasibility Study will be desirable. <br />A primary focus of Part II will be designing the model to run on a personal computer and <br /> <br />3 <br /> <br />. -------....---- ---- - <br />
