PROJECf OBJECTIVES

A

To develop an accounting spreadsheet that can be used to more efficiently and
effectively manage and administer basin water supplies to meet existing demands
and provide an accounting for the major exchanges and storage of water.

B. To more accurately define the Gunnison River Basin's historical water supply.

C. To develop a planning model that will accurately descnbe the hydrology of the
basin. The planning model would provide a tool that could be used to analyze the
effects of proposed water resource developments including currently-proposed
developments and alternatives thereto, as well as new proposals which may be
developed.

To provide information and receive comment from the interested members of the
public concerning model development, assumptions, and results.

PART I - DAILY ADMINISTRATION/ACCOUNTING SPREADSHEET

The Bureau of Reclamation, in close consultation with the State Engineer's office,
will develop a daily accounting spreadsheet for the purpose of keeping track of river
operations and admistration. It will seNe as an official record of each year's water-
resource activity for major rights in the basin, and can be used to identify the "call"
situation existing on the river on any day of the year. The spreadsheet would individually
represent major water rights and exchange agreements that cOntrol administration of the
river. Small water rights would be aggregated into priority classes or ranges within
individual sub-basins.

PART n - PlANNING MODEL

The project sponsoring agencies will select a consultant to develop a
planning/forecasting model for use in examining potential impacts of proposed water-
resource development (both structural and administrative) on the existing hydrologic
conditions in the basin. Emphasis will be placed on accurately modeling the basin's
existing demand conditins. Some expansion of the modeling done for the Colorado Water
Resources & Power Development Authority's Phase I Feasibility Study will be desirable.
A primary focus of Part II will be designing the model to run on a personal computer and
