<br />. <br /> <br />. <br /> <br />I' <br /> <br />Before this Project can become an available water resource, Reclamation in conjunction with <br />the U.S. Geological Survey (USGS) needed to establish the "accounting surface" along the River <br />from the area surrounding Lake Mead to the Southerly International Boundary. Any static water <br />surfaces in wells that are found to be located at or below the "accounting surface" are assumed to be <br />pumping water that would be replaced by Colorado River water and therefore, will need a contract <br />with the Secretary of the Interior. <br /> <br />During 1994, the USGS issued a report from the area surrounding Lake Mead down to <br />Laguna Dam. Last month the USGS issued its report for the final portion of its investigation, i.e, the <br />accounting surface from Laguna Dam to the Seutherly International Boundary. The next step is for <br />technical people from the Six Agencies and the State of Arizona to confer and decide whether the <br />accounting surface and its associated assumptions are acceptable for Article V accounting. Also, <br />I anticipate that Reclamation, in the near future, will be notifying the Board that the accounting <br />surface has been delineated on maps and that potential beneficiaries need to apply for water contracts <br />through the City of Needles for Lower Colorado Water Supply Project water. <br /> <br />Gerald R.
