<br />. <br /> <br />. <br /> <br />California Seven Party Agreement is 3.995 mar. This estimate is based on the collective use through <br />July 2000 by the Palo Verde Irrigation District (PVID), the Yuma Project Reservation Division <br />(YPRD), the Imperial Irrigation District (lID), and the Coachella Valley Water District (CVWD). <br />Figure I, found at the end of this report, depicts the historic projected end-of-year agricultural use <br />for the year. <br /> <br />Colorado River Ooerations <br /> <br />Annual Operating Plan <br /> <br />The Bureau of Reclamation is continuing to develop the 2001 Annual Operating Plan for the <br />Colorado River System Reservoirs (200 I AOP). The final consultation meeting with the Basin states, <br />which was scheduled for September 15lh, has been postponed until October 17lh. The reason for the <br />delay is that Reclamation is still considering whether to recommend the declaration of a surplus for <br />the operation of Lake Mead in the 2001 AOP. <br /> <br />Applicationfor Change in Place of Use for Miscellaneous Present Perfected Right <br /> <br />Included in the Board folder is a copy of a letter from Mr. Sonny E. Gowan, of ECS <br />Company-Water System Management, to Mr. Robert W. Johnson of Reclamation, concerning the <br />lease transfer of a portion of Presented Perfected Right (PPR) water located in Imperial County and <br />identified in Arizona v. California as PPR #32, Mr. Gowan has requested Reclamation's approval <br />to relocate the place-of-use of 150 to 175 acre-feet of Colorado River water to San Bernadino <br />County's Moabi Regional Park near Needles, California. I anticipate that Reclamation will ask the <br />Board for its recommendation concerning this change. <br /> <br />California's Colorado River Water Use Plan <br /> <br />As you are aware, one of the linchpin issues for California's Colorado River Water Use Plan <br />is the transfer of 200,000 acre-feet of water from agriculture to urban use. Included in the Board <br />folder is a notice from the State Water Resources Control Board announcing it has tentatively set <br />November 28, 2000, a~ the date for a public hearing on a petition for approval of a long-term transfer <br />of water from the Imperial Irrigation District to the San Diego County Water Authority. <br /> <br />Basin StateslTribes Discussion <br /> <br />Interim Surplus Criteria <br /> <br />On July 7lh Reclamation released its Draft Environmental Impact Statement (DEIS) on <br />Colorado River Interim Surplus Criteria for public review. Four public hearings have been held in <br />Phoenix, Arizona; Ontario, California; Las Vegas, Nevada; and Salt Lake City, Utah to receive <br />comments. Also, written comments were received through September 8, 2000. Included in your <br />handout material is a copy of the Board's letter to Reclamation supporting the seven Basin States <br />proposal for interim surplus criteria along with the comments submitted by the Metropolitan Water <br />District of Southern California, the Imperial Irrigation District, the Arizona Department of Water <br /> <br />2 <br />
