A broad base of competent suppliers is essential to DoD, which is <br />continuously seeking additional suppliers for its vast array of needs. Thus, DoD offers great business <br />oppot1Iinities for competent suppliers. Small bm';",.~s, including those owned by a socially and economically. . <br />diSadvantaged persons and those' owned by women, are encouraged to do business With DoD. . <br /> <br />~r; <br /> <br />A June 1994 guide entitled n..r..n... See pages 7 and 8. . <br /> <br />EXCESS OR SURPLUS PERSONAL PROPERTY <br /> <br />The genera1 process for disposal of excess personal property (e.g., boats,. ch.in..ws, chairs) differs <br />from the process for disposing of real property (e.g., land and buildings). This information ConCjl1ll$ only the <br />disposal of personal property and, does not address real property. <br /> <br />Currently. 1here are three ways that tribal entities can acquire access/surplus Government Property: <br /> <br />. <br /> <br />The first is thrQUgb the excess property process. Once Corps owned property is declared excess.to ... <br />the Corps of F~nAA";, it is. offered to other Federal Agencies, to. include the Department of Defense, through. ~~i~ <br />,the General Services Administration or the Deparunentof Defense, Defense Re~utilization and Marketing <br />Organization (DRMO). These two activities advertise the property to all Federal agencies. The Bureau of <br />Indian Affairs is a Federal Agency and may acquire personal property under this program and transfer it to <br />a tribe or band in accordance. with BIA directives. The key to obtaining excess personal property from GSA <br />or DRMO is the. local BIA point of Contract. The local point of contact notifies the loClll GS,Aor DRMO . <br />regional office in advance of requirements. Any Government excess/surplus (to inl:lude COfPS Property) that <br />is transferred toGSA or DRMOthat can be used to satisfy BIA requirements will then be transferred, to tl1e.. . <br />BIA Local Point of Contact. <br /> <br />A second methOd is to purchase iteJJ18 at any GSA or DRMO surplus sale. The Local BIA Point of <br />Contract can contact GSA or DRMO and request that they be notified when retail surplus sales are being . <br />conducted in the local area. <br /> <br />A third method which is more direct is Executive Order 12821 of November 16, 1992. This <br />Executive Order allows Federal Agencies (Including the Corps) to notify GSA or DRMO that a school has <br />expressed a desire to oblain excess computer equipment for mathemalical or science purposes. If the computer <br />equipment is determined to be excess by GSA or DRMO then the computer equipment can be transferred <br />directly to the scbool by the agency. <br /> <br />For more information contact a Tribal Coordinator.
