Board Meeting-- <br />Glen Canyon Dam EIS <br /> <br />;, <br />~~" <br />.,' <br /> <br />~ <br />'t <br />, <br />'r, <br /> <br />Introduction <br /> <br />On July 27 Secretary of the Interior Lujan announced that <br />he was directing the Bureau of Reclamation to prepare an <br />environmental impact statement on the operation of Glen Canyon <br />Dam in order to determine impacts "on the downstream ecological <br />and environmental resources within the Grand Canyon National <br />Park and the Glen Canyon National Recreational Area." His <br />decision is an outgrowth of the ongoing Glen Canyon <br />Environmental Studies which were initiated by then Secretary <br />Watt in 1982. The seven Colorado River basin states' <br />representatives had argued that it would be counterproductive <br />to commence the National 'Environmental Policy Act compliance <br />process at this time (see the enclosed July 18, 1989, letter to <br />the Secretary from the New Mexico State Engineer). <br /> <br /> <br />:''>' <br />" <br />~ , <br /> <br />\~ <br />~ <br />~, <br /> <br />Discussion <br /> <br />~:J: <br />';4 <br />) <br />I <br />"" <br />,~, <br />;k. <br />" <br />~~.;; <br /> <br />The next two issues which will arise are: (1) whether <br />interim changes in operations should be imposed now, rather <br />than waiting for the results of the EIS. and (2) what the scope <br />of the EIS shOUld be. A decision as to the former of these <br />issues is pending. It is expected that Secretary Lujan will <br />make a decision shortly. <br /> <br />'.-~. <br /> <br />>1 <br /> <br />The seven Colorado River basin states' representatives <br />have informed Secretary Lujan that they "firmly oppose <br />establishment of an interim flow condition that is different <br />than existing operations" (see the enclosed August 22, 1989, <br />letter to the Secretary from the New Mexico State Engineer). <br /> <br />0925E* <br />
