'.... <br /> <br />-"c <br />I. \ ' <br />~...,. ) <br /> <br />f:NGINEERING <br /> <br />55 <br /> <br />of deformatio!ls were made during the draw-down and subsequent <br />refilling of the reservoir, While the progressive expansion of in., <br />terior concrete obsen'ed during previous years is continuing in <br />both dams, the properties of the concrete have remained satisfac. <br />tory, as shown by test,; of specimens drilled from the dam on <br />successive occasio118, and the inspections have disclosed no indica. <br />tion that structural st.ability has been impaired. <br /> <br />Annexation stud':es <br /> <br />With construction of the San Diego aqueduct, extending from <br />the west portal of San Jacinto tunnel t.o the San Vicente reservoir <br />of the city water system, under construction pursuant to a lease <br />eontract between the City of San Diego and the United States, it <br />became desirable for the San Diego interests to expedite negotia- <br />tions for annexation of the affected area to the District. The San <br />Diego County Water Authority, comprising the corporate areas of <br />the City of San Diego and a number of smaller cities and districts <br />in the, connty, approached the District in regard to formulating <br />the terms of annexation, In order to arrive at an equitable deter- <br />mination on the general basis that the new area should share <br />equally with the previous constituent areas of the District in the <br />benefits and costs of the aqueduct system. economic studies were <br />made both by the District and by the Authority, and a number of <br />conferences were attended by representatives of t.he affected agen- <br />cies. As a result of these investigations it was determined that in <br />consideration of the proposed annexation the District would pay <br />one.half the true cost of the San Diego aqueduct, as sucb cost is <br />fixed in the lease contract between the City of San Diego and the <br />United States. -the Districtt<i assume tlie- duty of oper-aEillg- an-d- <br />maintaining. and ultinmtely to acquire the northerly part of the <br />aqueduct represented by half the cOot, and to assume the respon- <br />sibility of enlarging or paralleling the acquired portion of the <br />aqueduct when necessary to satisfy the Authority's relluirements <br />for water. <br />Boundary descriptions were reviewed in connection with peti- <br />tions for annexation to Coastal Municipal Water District of the <br />cities of NewJlort Beach and Brea. and an unincorporated area in- <br />cluding the Fairview Farms Mutual Water Company, in Orange <br />County. The Coastal District has been a constituent area of the <br />Metropolitan Water District since June 1942. <br />
