<br />The areas shown are official figures from the records of the
<br />county surveyors on June 30, ln46. Annexations were made to
<br />Anaheim. Compton, F'ullerton, Glendale, Long Beach, Los Angeles,
<br />and Pasadena, aggregating 1.943 square miles.
<br />Instead of the anticipated decrease of population with the end-
<br />ing of hostilities and cessation of production of war material,
<br />ships, bombing and fighter planes, the population of the coastal
<br />basin continued to increase. The U, S. Bureau of the Census has
<br />recently released special census data of California covering 1946
<br />checks of Anaheim, Fullerton, Glendale, Long Beach, and Los
<br />Angeles City, and counts of other cities in 1n44 and 1945. Using
<br />these data together with figures compiled by the Los Angeles
<br />County Regional Planning Commission for April 1n46 results in
<br />t.he estimated 1946 population shown in table 1, The increase in
<br />the estimated population of the constituent areas of the District
<br />for the past year is 80,000, and of the coastal basin as a whole
<br />100,000. It is probable that since rapid demobilizat.ion began.
<br />shortly after V-J Day. more than 200,000 servicemen who for-
<br />merly lived in t.he Los Angeles metropolitan area have returned.
<br />This influx has greatly intensified thl> housing shortage, because
<br />due to lack of building materials, residential units have llOt been
<br />completed in proportion to the enormous amount of building per-
<br />mits issued durillg the, fiscal year.
<br />The assessed valuation, as of the first Monday in March 1946,
<br />of all propert.y subject to District taxes.. increased more than a
<br />quarter of a billion <lollars over the previous year. The ratio of
<br />assessed valuation to fair market valuation is approximately one
<br />half. aI' 50 per cent. The value of tax exempt property owned
<br />by constituent areas of the District including land, buildings, and
<br />equipment, and of other property exempt from t.axes such as vet-
<br />erans' holdings, churches, colleges, welfare organizations, ceme-
<br />teries, and miscellaneom, is in excess of $700,000,000 as given in
<br />the annual report for 1!l45 of the California Stat.e Controller.
