.. ,
"

.

.

,- 8 -

heavy imestmente in the pn'chase of water rights and the construction of

headgates, canale and laterals, the Leg1slature should empower the State En,.
g1neer with authority to llmI.t the distance from the river that well drill1ng
may be pennitted.; also the State Engineer and his Water CClI1II1l1ssioners be
given the pover to slmt down arq pI1IIIp interfering with stream flow rights.
Relative to District 2, the State Engineer's records at present
seem herdly su:f'ficieat to form the correct picture of the :In:f'low to, an:!. the

outnow tram, the district.
Now that Denver sewerage has been shown to be quite a factor in
periods of low runoff, the river flow at Denver should be corrected, at least
in the montbJ,y totals, by a figure representing contribution by main sanitary

slllfers below gage.

The Ol1t:f'low to the different reservoirs is on]y shown on the

weekly reservoir report as an average week]y now. These weekly flows do not

check too well with the daily reports obtained from ditch companies. We vi-
sited the station on Evans #2 ditch and found it to be an axcelleat gaging

station, and wish to suggest as an aid to outnow studies the water commissioner

report diversions as made at two stations. First, the flow into the main Bur-

lingt.an ditch v.l.th gage near Sand Creek, known as station namber 35; am second,

the flow 1IIto Evans #2 just below the headgate lmown as station DWllber 48.

Both stations lll'e being recordsd daily in the records of the Farmers Reser-

voir and Irrigation ComPaI\1.

In a stu~ of the diversions !'rom the river it is necessary to

know the entire auount taken out and when taken. To wat secondary ditch or

reservoir it goes afterward is of no consequence and never eaters the picture

aga:1n, unless at a later date 60me is d1rectly returned to the river.
