<br />SUBJECT: Gaging stations
<br />
<br />At the annual meeting in Lamar Dec. 9, 1969 consideration was
<br />given to the Compact gaging stations and the cooperative agree-
<br />ment with the D.S.G.B. for additional measurements. The budget
<br />for the 1970-71 agreement was increased $500.00 to cover the
<br />costs of about 50 additional measements or a total of ~3,800.00
<br />for the fiscal year. As this years annual meeting is scheduled
<br />. for Dec. 9~, I am taking this means of reporting to you in advance
<br />of the Fesults rec~ived thus far on the operations of the stations.

<br />The reservoir became empty May 28, 1970 and no water bec&2e avail-
<br />able for storage until Oct. 8, 1970. During this period water ~ist.
<br />No. 67 ditches were diverting river flow under the decre'ed water.
<br />rights of Colo. The U.S.G.S. was only getting measurements on "he
<br />Compact stations about every two to three weeks. As the State of
<br />Colorado hydrographers were down this direction it was requested
<br />they fill in the voids by giving me measurements on the ,five Com-
<br />pact stations, which they very generously did. Providing measure-
<br />ments about once a week to facilitate current- changes in the, river
<br />channel at these stations. '

<br />Storage began Oct. 8~ in John Martin and a shift of -.08 gauge
<br />height by U.S.G.S. measuement Oct. 50 was being applied to the
<br />station below John Martin reservoir. A demahd of 175 c.f.s. by
<br />Colo. was ordered released at 0830 MDT. Oct. 12, of which 150 c.
<br />f.s. was to be diverted by the Amity canal approximately 8 hours
<br />delivery time from John Martin. Twenty four hours later an order
<br />was issued to increase release to 200 c.f.s. as only around 100 c.
<br />f.s. was being.delivered. . The State hydrographer was down and a
<br />measurement made Oct. 14 giving a -,23 G.H. 'shift and 138 c.fos.
<br />discharge. The Corp. of Engr's. Resident. ~up'erinte~dents office
<br />was informed of tnis change in shift at the station but was re-
<br />lunctant to apply this change to their release as it was not made
<br />,by the U.S.G.G. It was inP1i.e-d the release order should be in-
<br />creas~d rather than use t~e State hydrographers measurement. dfter
<br />some discussion via rqdio with the Corp. of Engr. at AlbuquerQue,
<br />it was agreed to recae;n~ze the State measurement a::1d relec..se 'liaS
<br />adjusted to fulfill the re<J.uest. The U.S.G.S. foll:owed tJoe S'o::-oe
<br />measurement by five days and arrived at a -.22 G.H. shift fo~ a
<br />release of 139 c.f.s.
<br />
<br />This.is one of several accassions in the' past that make t~e
<br />operation of ' the reservoir and administration of the Arkansas
<br />river flow difficult as well as inefficient.
