The budget
for the 1970-71 agreement was increased $500.00 to cover the
costs of about 50 additional measements or a total of ~3,800.00
for the fiscal year. As this years annual meeting is scheduled
. for Dec. 9~, I am taking this means of reporting to you in advance
of the Fesults rec~ived thus far on the operations of the stations.

The reservoir became empty May 28, 1970 and no water bec&2e avail-
able for storage until Oct. 8, 1970. During this period water ~ist.
No. 67 ditches were diverting river flow under the decre'ed water.
rights of Colo. The U.S.G.S. was only getting measurements on "he
Compact stations about every two to three weeks. As the State of
Colorado hydrographers were down this direction it was requested
they fill in the voids by giving me measurements on the ,five Com-
pact stations, which they very generously did. Providing measure-
ments about once a week to facilitate current- changes in the, river
channel at these stations. '

Storage began Oct. 8~ in John Martin and a shift of -.08 gauge
height by U.S.G.S. measuement Oct. 50 was being applied to the
station below John Martin reservoir. A demahd of 175 c.f.s. by
Colo. was ordered released at 0830 MDT. Oct. 12, of which 150 c.
f.s. was to be diverted by the Amity canal approximately 8 hours
delivery time from John Martin. Twenty four hours later an order
was issued to increase release to 200 c.f.s. as only around 100 c.
f.s. was being.delivered. . The State hydrographer was down and a
measurement made Oct. 14 giving a -,23 G.H. 'shift and 138 c.fos.
discharge. The Corp. of Engr's. Resident. ~up'erinte~dents office
was informed of tnis change in shift at the station but was re-
lunctant to apply this change to their release as it was not made
,by the U.S.G.G. It was inP1i.e-d the release order should be in-
creas~d rather than use t~e State hydrographers measurement. dfter
some discussion via rqdio with the Corp. of Engr. at AlbuquerQue,
it was agreed to recae;n~ze the State measurement a::1d relec..se 'liaS
adjusted to fulfill the re<J.uest. The U.S.G.S. foll:owed tJoe S'o::-oe
measurement by five days and arrived at a -.22 G.H. shift fo~ a
release of 139 c.f.s.

This.is one of several accassions in the' past that make t~e
operation of ' the reservoir and administration of the Arkansas
river flow difficult as well as inefficient.

Th~ proposed agenda for the next anrmal Compact meeting <loes ir:.-
clude revision of the Rules and Regulations as well as budget
approval. I respectfully submit this notation for your consider-
ation in advance of the meeting.

Very truly yours,

"

..// .-/' ,// /,;'" ,
<;j,"h'~c' '4'~:Y4':. ed/i!c--'-
~ane 1.
