Tipton didn I t !!lake specific allow- <br />ances for use of water for industrial purposes due to lack of data on such <br />uses. He described , the activities t~his S~ler of the firm of Ford, Bacon, <br />and Davis which was making a study for the A:rr,'II of the possibilities of <br />securing oil from oil shale and coal in Vlestern Colorado. Mr. M. E. BWlger <br />. (on leave of absence from the Bureau of Reclamation) was employed by that <br />firm and discussed water supply problems at a meeting of the Steerinc Com- <br />IlIi ttee in August 1948. Later Mr. Bunger discussed the problem with Judge <br />Stone and. subsequently a letter was received from Ford, Bacon, and Davis <br />inquiring about the availability of Colorado River water for industrial <br />purposes in connection With oil shale reduction. The committee was in- <br />formed that it is the State policy to recognize industrial uses of water <br />and that uses for irrigation purpo.ses are not preferential to uses for <br />industrial purposes. Questions of water ri(;hts, pollution, public health, <br />etc., must be considered in the development of water for industrial pur- <br />poses. A copy of the report by Ford, Bacon, and Davis was requested for <br />use by the Water Board when that report becomes available. In considering <br />the potential uses of Colorado River water, consideration must be given <br />to industrial uses in connection with oil shale, coal, paper pulping, etc. <br /> <br />. <br />I <br />J <br /> <br />Blue-South Platte Project <br /> <br />19. In view of the tie between the Gunnison-Ar;:ansas Projec t and v,e <br />Blue-South Platte Project with regard to the operation of replacement <br />storage, J.:r. IlatDon informed the colT.li.ttee that draft COllies of the Blue- <br />South Platte Project report would be sent to the Colorado lIater Conserva- <br />tion Board for review before December 1, 1948. Discussion indicated that <br />a separate review cocmi.ttee will review the Blue-South Platte Project re- <br />port. However, when the problem of replacement storage is reviewed, a <br />joint meeting of the Gunnison-Arkansas and Blue-South Platte Review com- <br />mittees can be arranged. <br /> <br />Publicity <br /> <br />20. After discussion it was agreed that any newspaper publicity con- <br />cerning the action of the review committee should come from the chairman. <br />It was agreed that publicity should be held to a minim\ll1l. However, each <br />member of the comni ttee is expected to discuss the problem with the group <br />of people he represents. Deligence should be exercised to avoid newspaper <br />publici ty . <br /> <br />Next JAeeting <br /> <br />21.
