Its
immediate municipal needs are. about 3,000 acre-fellt to 5,000 acre-feet ,
annually. These will increase as the City continues to grow. In addition
. to municipal water he desires to see adequate water made available for
irriga tion development along Fountain Creek adjacent to the Oi ty. In
addition to. the major problem of source of water supply, the City is con-
cerned with problens, such as, the tax levy, if made 'part of a conservancy
district in cormection with Gunnison':'Arkansas Project; cost of pumping
needed to secure additional water; losses in conduits needed to bring
wa ter to City; ete. The Ci ty would not be adverse to having the municipal
pipeline included as part of the project costs. He is willing to cooperate
with other agencies in sponsoring a mutually acceptable project, but unless
assured of early construction the City will need to proceed independently
to secure an adequate municipal water supply.

Work of Steering Conrmittee .

13. Judge Stone explained to the conmittee that the "Steering Com-
mittee" was organized about two years ago to coordinate the investigations
in Colorado of both the exportation projects and the within basin projects
for use of the waters of the Colorado River. One of the problems with
'Which the cornni ttee has been concerned for some time is the.ma t ter of re-
placement storage in Western Colorado in connection with the exportation
projects. The comDi ttee is currently considering the question of possible
industrial uses of water in Western Colorado for oil shale development,
wood pulp industry, and other purposes. In order that all committee mem-
bers ma;}' be informed of the activities of the Steering Committee, Mr. Riter
was instructed to fumish the members of the review comDi ttee wi. th an ab-
stract of the minutes of the Steering Committee pertaining to its study
of replacenent storage.

Statement of Western Colorado Interests

14. Mr. Dlllaney stated that he had not had time prior to this meet-
ing to review the report; hence, his remarks should be considered as
tentative. So far as the Western Slope was concemed, the.representatives
of that area appreciate the problems of the Arkansas Valley and the urgent
need for water supply but that their principal concern is to protect the
future devebpments in Vlestern Colorado as the;}' have entertained ambitions
for development of that area both in.dustrially and agriculturally and they

6
