Judge Stone explained the purposes of the committee which are: <br />review of the Bureau's draft of report on the initial development of the <br />Gunnison-Arkansas Project; consider important policy questions in con- <br />nection with the project and make recommendations thereon to the Colorado <br />Water Conservation Board. Judge Stone further explained that the Bureau <br />report is in draft form and that it had been submitted to the Colorado <br />Water Conservation Board, informaJ.ly, for reviewa1d. conu:nent in its present <br />form in order that the views of Colorado 1Iill be available to the Bureau <br />in preparing the report in final form. As a result of this informaJ. re- <br />view, it is the expectation that subsequent formal review and comments <br />will be greatly expedited Vlhen the final report is official~ submitted <br />to Colorado for review pursuant to the 1944 Flood Control Act. . <br /> <br />1 . <br /> <br />4. Judge Stone stated that the engineering staff of the Colorado <br />Water Conservation Board 1Iill review the report. Consulting Engineer <br />R. J. Tipton will have charge of the review for the Board. Because of <br />the importance of the Gunnison-Arkansas Project, the Board plans to hire <br />a competent engineer, specifically to review this report. In addition, <br />the regular staff of the Water Conservation Board will be used to make <br />such reviews and studies as are necessary to assure adequate review of <br />the report. Regret was e>..-pressed that the recent illness of F. C. Merriell, <br />Engineer-Manager, Colorado River Water Conservation District, will prevent <br />his active participation in the detail review of the report. Hope was <br />expressed, however, that Mr. Merriell will be available to assist in the <br />reviewaf some future date. <br /> <br />1 <br /> <br />I- <br /> <br />Discussion of the draft' of report <br /> <br />S. AIr. Batson briefly described the objectives ,and plan of the <br />ini tial phase of the Gwmison-Arkansas Project. He stated that the pre- <br />sent form of report is a preliminary draft and that it is being reviewed <br />concurrently by the State of Colorado, the Regional Staff, and various <br />members of the Cormnissioner's staff of the Bureau of Reclar.w.tion. It is' <br />his idea that as a result of such reviews of the preliminary draft, it <br />will be possible to expedite completion of the final draft of report, <br />which is scheduled to be completed before July 1, 1949. <br /> <br />6. Mr. Batson read to the co=ittee extracts from his letter of <br />SepteP.lber 1, 1948, to the Governor, transr.1itting the report for informal <br />review by the State of Colorado. He stated that he recognized there were <br />some imperfections in the present draft. However, it is his desire to <br />secure comments from all interested offices before making any further re- <br />visions in the draft of report. Some of tile recognized shortcomings of <br />the present draft of report'are: <br /> <br />(a) A board of engineers from the Branch of Design and Con- <br />structi'"n reviewed the plans and estir.w.tes for the initial project <br />and recoJlll!lended an increase of some ~lS,OOO,OOO in the estimated <br />cost. <br /> <br />2 <br />
