<br />1\) <br />CJ1 <br />f-,';' <br />o <br /> <br />Following the enactment of the legislation, 'the <br /> <br />- <br />. <br /> <br />Executive Director worked with the seven states and the <br /> <br />federal agencies involved analyzing the steps necessary to <br />implement the provisions of the legislation, particularly the <br />. newly authorized USDA program for salinity control. <br />Considerable time was spent working with the Department of <br />Agriculture as the Department prepared rules and regulations <br /> <br />to administer the newly authorized program. <br />The Executive Director has also been involved in <br /> <br />attempting to secure necessary funding from the Congress to <br /> <br />implement both the Department of the Interior and the <br />Department of Agriculture programs defined by the <br /> <br />legislation. <br />The Executive Director undertook a special assignment <br /> <br />requested by the Basin states to research all of the NPDES <br /> <br />permits in the Basin and to prepare a data base and computer <br />program so that information concerning these permits could be <br /> <br />tabulated, recorded and analyzed. This task has been <br /> <br /> <br />completed and more than 600 discharge permits are now on <br /> <br />record in the Forum's computer files. The computer program <br /> <br />allows for the storage of data which includes the permit <br />under the name and number of the permittee, the type of . <br />discharge permit that is involved, the measurement of the '. <br />concentration in total dissolved solids of the discharge <br /> <br />where applicable, the measured concentration in total <br /> <br />dissolved solids of the waters being received by the <br /> <br />-44-. <br />
