Often their problems haVe been <br /> <br />intensified by the cost of sewage treatment facilities and their rapid <br /> <br />growth. There are many statutes. relating to this problem; these should be <br />carefully examined to determine their adequacy; suggested modifications <br />should be prepared in order to provide a sufficient degree of elasticity <br /> <br />to meet the r~pidlychanging conditions. Additional funds are needed to <br /> <br />staff enforce~ent agencies properly. Every water user is concerned with a <br /> <br />sound program of pollution control both because of its practical as well as <br />aesthetic values. <br /> <br />To meet 1 the future requirements of the Basin and obtain optimum use <br />of water, it will be necessary to study the present water code carefully. <br />The Colorado Water Congress has already made this suggestion and has appoint,d <br />a committee to consider the matter. In addition to this study, consideration <br />should be giv~n to the development of intra-basin compacts or agreements <br />whereby a greater flexibility of water administration could be achieved <br /> <br />between the senior and junior appropriators who are affected by upstream <br />flood prevention and watershed improvement projects. <br /> <br />Review of the foregoing material is convincing evidence of the need <br /> <br />for the development of a comprehensive plan for future requirements of the <br /> <br /> <br />South Platte Basin in Colorado. This plan should, of course, be correlated <br /> <br />within the frqmework of the over-all Missouri Basin Study. <br /> <br />Some vital aspects which should be given prominence in this proposal <br /> <br />are: <br /> <br />1. A consolidated inventory of all water resources in the Basin. <br /> <br />2. A consolidated inventory of all present uses. <br /> <br />3.
