<br />00.1795 <br /> <br />Morrow Point Trash Rack Cleaning Project FONSI <br /> <br />8/5/2002 <br />W ACO-GJ-FONSI-02-01 <br /> <br />Adjustments in releases from Morrow Point Darn would also be made as needed <br />to protect water quality downstream of Crystal Reservoir. <br /> <br />5) Morrow Point Reservoir may be closed to the public from September 4th to <br />October 1st, 2002 as a safety precaution and to protect resources. <br /> <br />6) Trash and debris removed from Morrow Point Power Plant's inlet trash racks <br />would be disposed of off-site at a location approved by the National Park Service <br />or at an existing permitted landfill, depending on the material removed. <br /> <br />7) Replacement power would be purchased as needed to offset power generation <br />losses during the trash rack cleaning project. <br /> <br />8) If a power emergency occurred during the trash rack cleaning project, other <br />facilities of the CRSP (i.e. Flaming Gorge, Glen Canyon) would provide first <br />response to the emergency. If needed, Morrow Point releases would be made to <br />address the power emergency as long as releases kept the reservoir within the <br />draw down criteria (I to 3 ft. /day). <br /> <br />9) Flows in the Gunnison River below Crystal Reservoir would remain within the <br />general operations of the Aspinall Unit and would not be modified by the <br />proposed trash rack cleaning project action. Releases from Crystal would be <br />based on existing operational criteria for the Aspinall Unit. <br /> <br />Based on a review of comments received, analysis of environmental impacts, and <br />coordination with the Service under the Endangered Species Act, Reclamation concludes <br />that implementation of the recommended Morrow Point Trash Rack Cleaning Project <br />would not have significant impacts on the quality of the human environment or the <br />natural resources in the project area, and therefore further NEPA compliance in the form <br />ofan environmental impact statement would not be required. <br /> <br />The Finding of No Significant Impact has, therefore, been prepared and is submitted to <br />document environmental review and evaluation of the proposed action in compliance <br />with the National Environmental Policy Act of 1969, as amended. <br /> <br />Prepared By: <br /> <br />Terence L.
