Elbert <br />Forebay (INT DES 72-105 dated October 16, 1972)(Draft <br />Statement only) <br /> <br />A final environmental statement for Twin Lakes-Mt. Elbert Forebay was <br />not prepared. An administrative decision was made to combine the <br />Twin Lakes-Mt. Elbert Forebay final statement with the Fryingpan- <br />Arkansas Project final statement because of the close timing of the <br />two endeavors and a desire to minimize duplication of statements. <br />The letters of comment received during review of the Twin Lakes- <br />Mt. Elbert Forebay draft statement and the responses thereto are con- <br />tained in Chapter XI "Attachments" Part 1, "Twin Lakes Dam and <br />Reservoir Enlargement and Mt. Elbert Forebay Comment Letters and <br />Responses" of this final environmental statement. <br /> <br />Preparation of an environmental statement for the entire Fryingpan- <br />Arkansas Project began in January 1972. The draft statement was <br />reviewed, commented upon, and was the subject of two public hearings <br />during April, May, and June 1974. This final environmental statement <br />has been revised to incorporate the comments received, be responsive <br />to the issues raised, and provide the most current project informa- <br />tion available to update the draft statement. Comments and responses <br />are contained in Chapter XI "Attachments" of this s ta tement. <br /> <br />. <br /> <br />Because the Fryingpan-Arkansas Project was 6 years into construction <br />before the National Environmental Policy Act of 1969 was passed and <br />construction is continuing, the body of this-statement will follow <br />the theme of Pre-NEPA, Post-NEPA Constructed, and Under Construction <br />and Future Construction. These criteria are defined in Chapter II, <br />"Description of the Proposal." <br /> <br />The features and their categories are clearly identified in the <br />statement. A separate Technical Appendix to this final environmental <br />statement contains detailed information of the project features' <br />designs and operation. This Technical Appendix is available for <br />public inspection at Bureau of Reclamation Offices listed in <br />Appendix C of this statement. Definitions of technical terms used <br />throughout the statement are in the "Glossary" which follows the <br />Statement Bibliography. <br /> <br />. <br /> <br />1-2 <br />
