Type of action: <br /> <br />ex) Administrative <br /> <br />( ) Legislative <br /> <br />2. Brief description of action: <br />The Fryingpan-Arkansas Project was authorized by P.L. 87-590 in August <br />1962. Project construction began in 1964 and is scheduled to be com- <br />pleted in 1980. Major Project features include 6 dams and reservoirs <br />with a total storage capacity of 748.581 acre-feet, 18 diversion struc- <br />tures. La tunnels with a total length of 27.2 miles, 1 canal with a <br />length of 5.5 miles, 1 major conduit with a length of 10.6 miles, 2 <br />poW'erplants with an installed capacity of 211 megawatts, 10.6 miles <br />of transmission line, and 2 municipal and industrial water delivery <br />conduits with a total length of 266 miles. These major features are or <br />will be located in Eagle, Pitkin, Lake, Chaffee, Fremont, Pueblo, <br />EI Paso, Otero, Crowley, Bent, Prowers, and Kiowa Counties in Colorado. <br />The Project will develop the regional and national economy through <br />irrigation; develop hydroelectric power and energy; supply and improve <br />the quality of domestic municipal and industrial water; develop <br />recreation facilities; provide for preservation, propagation, and <br />enhancement of fish and wildlife; provide flood control and conserve <br />the scenery, the historic and the archeological objects. <br /> <br />. <br /> <br />3. Summary of environmental impact and adv~rse environmental effects: <br />A total of 37,756 acres of land will be required to accommodate all <br />Project features and to serve related Project purposes. Reservoir <br />conservation pools will inundate 10,901 acres of land and dams will <br />occupy 262 acres which will result in a loss of wildlife habitat and <br />displacement of some wildlife. Much of the remaining lands are avail- <br />able for wildlife management and recreation development which will <br />accommodate an estimated 0.5 million man-days of fishing and hunting <br />annually and about 2.9 million visits annually. Development of rec- <br />reation facilities coupled with an increase in the available municipal <br />and industTial water supply will affect urban growth. <br /> <br />The Project will deplete the Colorado River Basin of 70,000 acre-feet <br />of high quality water annually which will increase the salinity of the <br />rnlnl"'::lnn Ri..1.r..e.J::.~j:l-l,) ppm:"lt r.;::ampn._r.nlnr;::ailn, !J. rrm::lt- I",,,,c 17"'......y. <br />Arizon~ and about 7 ppm at Imperial Dam. This supplemental water <br />supply imported from the Colorado River Basin will increase the value <br />of total crop production in the Arkansas Valley by about $11.8 million <br />annually which will provide an estimated 1,400 new farm related jobs. <br />A total of about $52 million in employee salaries expended by the <br />Government and construction contractors has generated an estimated <br />$105.6 million of new income in the Project area since construction <br />began in 1964. <br /> <br />4. <br /> <br />Alternatives considered: <br />a.
