The diversion sites are not flood plains designated <br />for Federal Emergency Management Agency purposes. ,No other <br />natural hazards are expected to cause a system operational <br />breakdown. <br /> <br />u) This project will divert and transport water of a quality <br />capable of meeting drinking water requirements of the Colorado <br />Department of Health. <br /> <br />v) The construction of the improvements will not significantly <br />impact the socio/economic conditions of the communities near <br />the source development area. Some labor may be drawn from Red <br />Cliff but the Cities intend to require of the contractors the <br />preferential hiring of bona fide residents of Red Cliff. <br />Limiting hiring to residents of Red Cliff and requiring <br />bussing from Red Cliff to the job site should avoid a <br />significant increase in population at Red Cliff such that <br />existing services are strai~ed. By providing employment to <br />the presently unemployed miners of Red Cliff there should be a <br />benefit to theconununity. As a practical matter, the labor <br />force for the project will be located primarily in Leadville, <br />and any socio/economic impact is likely to be to the benefit <br />of Leadville by providing jobs to a presently depressed <br />employment market. A surplus of housing in Leadville should <br />attract new laborers to Leadville. Since most of the <br />project's employees will likely be housed in the Leadville <br />area, no additional requirements for police, fire, or medical <br />services will be imposed upon Eagle County. As noted by Lake <br />County officials, adequate housing and urban services <br />presently exist in Leadville for absorbing any new residents <br />drawn to the project. Busing from Leadville to the project <br />will encourage new residents to be located in Leadville. <br />Busing will also decrease traffic to the project area and help <br />protect the wildlife in the Homestake Valley. The Cities will <br />provide security, fire and emergency medical services at the <br />project site to further minimize impacts in Eagle County. <br /> <br />Since all of the above criteria will be met by this application, the <br />Board should approve the permit. <br /> <br />Similarly, the permit application for the efficient utilization of water <br />meets all of the criteria of 5-306(1), as follows: <br /> <br />a) [See 4-306(1)(i) concerning need for the project.] <br />
