<br />, . <br /> <br />3420 <br /> <br />meet wate~ ~a1ity standards and determin~u ~ be a direct result of <br />flow modification through changes in the transport of nutrients, total <br />dissolved solids, hardness, minerals or other pollutants due to the <br />operation of any project facilities proposed by the applicant. This <br />may be accomplished either by construction and operation of additional <br />domestic and/or municipal water treatment facilities and/or wastewater <br />treatment facilities made necessary by the reduction in flow, or the <br />applicant may elect to pay a fee in lieu of those mitigation measures. <br />This fee will be based upon the additional costs of domestic and/or <br />municipal treatment and/or wastewater treatment (capital, operation <br />and maintenance); and it will be used exclusively for meeting the costs <br />of such additional domestic and/or municipal treatment and/or waste- <br />water treatment. <br /> <br />(9) Any demographic data needed to fulfill the requirements of this <br />regulation shall be consistant with those used for the 208 areawide waste treat- <br />ment management planning; <br /> <br />(10) For each alternative expansion being considered by the applicant, <br />the information specified in subsections (1) through (9) of this section. <br /> <br />4-305. Waiver of Submission Requirements. <br />(1) The Permit Authority may waive any part but not all of the sub- <br />mission requirements imposed by this regulation upon petition of the applicant <br />that full compliance with the submission requirements would be unreasonably <br />burdensome for the applicant and that the proposed development will have an <br />insubstantial impact upon the surrounding area. Such a waiver may be granted, <br />after due consideration by the Permit Authority, upon written determination that <br />the proposed development will have an insubstantial impact on the surrounding area. <br /> <br />(2) The petition shall be considered and the decision rendered by the <br />Permit Authority at a public hearing held in compliance with the provisions of <br />Section 1-304 of the Administrative Regulations adopted by this County. <br /> <br />4-306.
