Colorado River Salinity (TOS) will be maintained as prescribed <br />by "Water Quality Management Plan -- Colorado River Basin, <br />Appendix C, Colorado Department of Health, October, 1975." <br /> <br />2. In order to offset salinity increases. projects subject to <br />these regulations which divert water from the natural drainage <br />of the Colorado River within the County will be required to <br />offset salinity increases by mitigation measures designed to <br />insure that the cost of the present and prospective uses of <br />water and land within the natural drainage of the Colorado' <br />River within the State of Colorado shall not be increased. <br />Said mitigation measures shall be determined by the Permit <br />Authority. <br /> <br />3. In applying the standards set forth at Section 4-304(7)(b)(iv) <br />supra, the Permit Authority shall be guided by the following <br />criteria in the identification and selection of mitigation <br />measures: <br /> <br />A. First preference shall be given to eliminating salinity <br />sources within the County, second to sources within <br />Planning and Management Region XII, third to sources <br />within the State of Colorado. <br /> <br />B. No mitigation measure shall be .selected which results <br />in the removal of lands from irrigated agriculture within <br />the natural drainage of the Colorado River within <br />the State of Colorado. <br /> <br />C. Preference shall be given to the compensatory storage <br />of water within the natural drainage of the Colorado <br />River within the State of Colorado. <br /> <br />D. The extent of mitigation shall be determined by com- <br />parison of the measured five-year average salinity in <br />lake Powell prior to the diversion and the calculated <br />effort on the average salinity in lake Powell after <br />the project. <br /> <br />- 46 - <br />
