<br />, <br />" <br /> <br />,I, <br /> <br />UN I TED STATES <br />DEPARTMENT OF THE INTERIOR <br />BUREAU OF RECLAMATION <br /> <br />Interim Operating Rules <br />Navajo Reservol r <br />Navajo Unit <br />Colorado River Storage Project <br /> <br />October I, 1963 <br /> <br />The following Interim rules will govern the operation of the Navajo Dam <br />and Reservoir constructed by the Bureau of Reclamation on the San Juan <br />River In northwestern New Mexico. These rules will be changed from time <br />to time by the Bureau of Reclamation as operating experience dictates <br />but, In general, shall remain In effect until satisfactory operating <br />levels are achieved at Glen Canyon Dam or water deliveries for the Navajo <br />Indian I rrlgatlon Project or other demands on the reservol r requl re per- <br />manent operating rules. <br /> <br />I. Navajo Dam shall be operated by the United States as a storage <br />unit of the Colorado River Storage Project subject to the terms <br />of the Upper Colorado River Basin Compact, the Colorado River <br />Compact, the Colorado River Storage Project Authorizing Act of <br />April II, 1956 (70 Stat. 105), and the Act of June 13, 1962 <br />(76 Stat. 96), authorizing the San Juan-Chama and Navajo Indian <br />I rrlgatlon Projects. <br /> <br />2. For the purpose of flood controlra permanent plan for which <br />Is being developed In conjunction with the Corps of Engineers, <br />the Navajo Reservoir will be permitted to rise only to safe <br />operating levels based on progressive runoff forecasts from <br />January I through July. Orderly releases of snowmelt runoff <br />will be scheduled accordingly within the physical capacities <br />of the outlet works and the downstream channel so as to mini- <br />mIze flood damages on downstream"developed areas on the San <br />Juan River. Such schedule of releases will also consider <br />simultaneous flood flows from downstream tributaries and the <br />maintenance of space In the reservoir to adequately control <br />normal late summer and early fall rain floods. <br /> <br />3. Releases from Navajo Reservoir shall be In accord with the <br />following: <br /> <br />a. A continuous flow of 500 cubic feet per second, or more, <br />shall be maintained In the channel Immediately below <br />NavaJ 0 Dam. <br /> <br />b. To avoid damage to the unprotected area of the dam below <br />the riprap facing, the reservoir water surface level, <br />when below elevation 5,990 feet, will not be held constant <br />for any considerable Perlo. of time but will be kept <br />
