<br />There is no impending disaster above. That country should <br /> <br />develop along its natural lines. It is to the j,]elfare of the <br /> <br />river that it should not develop suddenly above, and it is <br /> <br />to the welfare of the river that it should develop suddenly <br /> <br />below. Now, the span of time should be sufficient in the <br /> <br />growth of the Basin generally, so that each individual farmer, <br /> <br />as well as each individual project should be pretected. Thus <br /> <br />each may start naturally, and in such a Hay that when he does <br /> <br />develop a new farm or.a new project the country will be ready <br /> <br />and the returns from.the production will be sufficient, so that <br /> <br />he may pay for the burden of the development; <br /> <br />Sudden development in the southeastern corner of Utah <br /> <br />and the southwestern corner of Oolorado, by tho use of the <br /> <br />Delores Hators, to use an illustration, would be unfortunate <br /> <br />nOH, because no adequate transportation facilities enter that <br /> <br />territory. The territory is settled and is in the early stages <br /> <br />of development. In ten, fifteen or tHenty yoars, it is probable <br /> <br />they will build a project following some series of dry years <br /> <br />/ <br /> <br />/ <br />/ <br /> <br />\n1en distress is felt. Most of our Hestern development has <br /> <br />proceeded along natural lines,.and has been the result of <br /> <br />a famine for water. <br /> <br />To roturn to the Dolores Project, it will probably be <br /> <br />twenty or thirty years befere that preject comes into full <br /> <br />development. It might be earlier, Other like projects should <br /> <br />be delayed until transportation conditions aro adequate. <br /> <br />That is largely an accidental occurrence brrt makes possible <br /> <br />the natural dovelopment.
