NORVIEL: Then it should be extended. <br /> <br />HR. HOOVEn: Then isn I t it better to have it automatically <br /> <br />extended until such time as it is the cause of a grievance? <br /> <br />MR. NORVIEL: I think that subject to. call at that time <br /> <br />is quite dangerous, but I think it is an easy matter to put in <br /> <br />a provision that the compact shall end at. that time unless <br /> <br />the extension be made. It would be very easy to extend it if <br /> <br />it is satisfactory. <br /> <br />MR. CARPENTER: The provision for a term and call and <br /> <br />automatic extension until called,might well provide that the <br /> <br />compact shall continue automatically for a period of months, or <br /> <br />one year after the call, so that the ne" compact commission <br /> <br />would have time to consider and discuss the whole subject <br /> <br />matter before the rights went into abeyance, - that is, all <br /> <br />further rights.' But the provision of penalty for failure to <br /> <br />act should be such that not an unreusonable time after the <br /> <br />call should elapse.
