<br />Agenda Item 3, January ~, 1982, Special Board Meeting--
<br />Review of Narrows and Animas-La Plata Projects Pursuant
<br />to Section 37-95-107, CRS 1973
<br />
<br />1. The purpose of this agenda item has been previously
<br />explained in my memo of December 24, 1981 (copy attached).
<br />
<br />2. The staff has reviewed the relevant documents pertaining to
<br />both pro;ects. The results of this review are summarized in
<br />the attached papers. In add it ion, of course, the Board has
<br />previously discussec1 anc1 reviewed these two projects and the
<br />studies thereof on numerous occasions.
<br />
<br />3. In my ooinion, both projects are, on balance, in the
<br />interests of and to the advantage of the people of
<br />Colorado. Both projects will protect and develop the water
<br />resources of the state; promote the beneficial use of the
<br />waters of the state for the protection and preservation of
<br />the public health, safety, convenience, and welfare; and
<br />improve the economic welfare of the people of Colorado.
<br />
<br />4. I recommend that the Board forward the relevant proj ect
<br />c10cuments to the General Assembly together with the Board's
<br />recommendation that the Colorado Water Resources and Power
<br />Development Authority be authorized to proceed with the
<br />consideration of the Narrows and Animas-La Plata projects.
<br />I further recommenc1 that the Board advise the General
<br />Assembly that it is the opinion that any sum made available
<br />for front-end cost-sharing on the two projects should be
<br />allocated between them in the same proportion as the cost of
<br />each project bears to the combined costs of both projects,
<br />with Colorado sharing in the revenues accruing to a federal
<br />project in proportion to Colorado's financial participation
<br />in a project.
