This rating means our Agency has <br />reservations wlth,the environmental effects of the ~nagement plan and requests 11 <br />additional Information be provided In the flnll l~ct statement. Our concern, <br />focus on two .reas. First, a IIDre detaUe4 discussion is needed of the lJllPZIIct, <br />typical to each of the 14 water resource functions used for grouping plan <br />recommendations.
