<br /> <br />Relationship Between Local Short-term Uses <br />Or Man's Environment and the <br />Enhancement of Lonq-term productivitv <br /> <br />The regional plan has been developed to insure that those <br />resources which contribute to the quality of man's life and <br />environment are managed and safeguarded for succeeding <br />generations. Short-term commitments of resources must be made so <br />that environmental, social, and economic amenities will be <br />available for the present and future generations. <br /> <br />Short-term uses of resources committed to implementation of <br />the plan include those which involve use of fossil fuels, labor, <br />and construction equipment and materials. During construction <br />periods affected areas will experience increased levels of noise, <br />traffic, soil erosion, siltation of streams, disturbance of <br />vegetation and fish and wildlife resources, and influx of <br />construction workers requiring community services. <br /> <br />Long-term agricultural productivity and increased rural <br />population stability will result from programs relating to clean <br />water, soil and water conservation measures, and improved <br />distribution and utilization of water for domestic and irrigation <br />purposes. These will assist in preventing a deterioration of the <br />Basin's soil, land, and water resource base. <br /> <br />Various environmental measures, including those protecting <br />or conserving lakes, streams, wetlands, wilderness areas, and <br />fish and wildlife resources, may decrease some short-term uses <br />and cause management conflicts1 in the long run they will result <br />in these resources being preserved for future generations. <br /> <br />The long-term availability of water for supplying <br />irrigation, municipal and domestic needs, increasing hydropower, <br />continuation of maintenance of water in streams and lakes, <br />navigation, and development of fossil fuels is a major concern. <br />Many of the short-term resource-oriented studies are recommended <br />to determine the future management of water resources in order to <br />avoid long-term adverse effects on these uses. The recommended <br />levels of development of additional water supplies for irrigation <br />from the Missouri River does not preclude future development of <br />additional water supplies for energy-related developments, nor <br />does it significantly affect current water uses. <br /> <br />-262- <br />
