PLAN OF CHANNEL IMPROVEMENT <br /> <br />The plan of improvement consists of the removal of the willows <br />and vegetation within bank lines comparable to those in 1951, the <br />treatment of the denuded areas with a chemical spray to retard <br />regrowth, and the construction of a limited number of incidental <br />channel cutoffs to assure better channel alinement. The plan <br />includes a future program of maintenance by local interests to pre- <br />vent a deleterious regrowth. The proposed cutoffs -- sixteen in <br />number -- are shown on plates 2 through 7 of Appendix I: Maps and <br />.Charts. Individual cutoffs would range in length from 700 to 2,100 <br />feet, with a total length of 20,700 feet. The pilot channels would <br />be excavated to a bottom width of 40 feet with 2 on 1 side slopes <br />and an average depth of 8 feet. The alinement of typical reaches <br />of cleared channel is shown superimposed on the 1961 aerial photo- <br />graphs on plates 10 through 13 of appendix I. Willows would be <br />removed from 2,560 acres of island and high sandbar areas between <br />Trenton Dam and Harlan County Reservoir and from 4,400 acres below <br />the Harlan County Dam. Willows would not be removed from channel <br />banks, as they are needed for stability. Project construction <br />would be scheduled over a period of 3 to 5 years, but it would be <br />completed by reaches which would become effective immediately. The <br />cost of this program is estimated in Appendix II: Detailed Cost <br />Estimates at $1,495,000, of which $1,463,000 would be Federsl and <br />$32,000 would. be non-Federal.
