<br />appears to be no probability of the reestablishment of the former <br />channel capacity by natural means, a project for the removal of the <br />willows has been given serious consideration. The development of <br />the flood plain, the provision of reservoir protection, and the <br />installation of irrigation work rule out ignoring the "willow prob- <br />lem" or considering flood plain evacuation as a solution. As <br />pointed out subsequently in this report, the bank erosion problem <br />has become less critical in recent years, and foreseeable benefits <br />do not justify a bank stabilization program.
