DEVELOPMENT P~SSURES AND COASTA~ MANAGEMENT <br /> <br />Much of the 90,120 miles of seacoast in 23 states <br /> <br /> <br />and 4,77G miles of Great Lakes coast in 8 states is under <br /> <br />intense development pressure,l These lands are subject <br /> <br />in varying degrees to flooding which is often ,complicated <br /> <br />by severe wind forces and erosion, <br /> <br />Mounting flood losses can be expected if new unpro- <br /> <br />tected residential, commercial and industrial uses are <br /> <br />located at shoreland sites, Fortunately, broad federal, <br /> <br />state and local planning efforts are focused upon coastal <br /> <br />areas throughout the country, Planning and action programs <br /> <br />to prevent problems and allocate coastal lands to. their most <br /> <br />appropriate uses has bGcn brought about by keen competition <br /> <br />between private interests, public and private demand for <br /> <br />coastal recreation area~ and deterioration of land and water <br /> <br />quality. <br /> <br />A recent fedGral estuarine study has stressed the <br /> <br />ecological importance of preserving coastal environments,,2 <br /> <br />Congressional bills have been introduced to encourage and <br /> <br />provide incentives for state and local planning and manage- <br /> <br /> <br />ment of coastal areas.' Many states have state-level plan- <br /> <br /> <br />ning efforts underway for coastal areas.~ Special' units of <br /> <br />government have organized in several states to deal' <br /> <br /> <br />regionally \dth coastal management problems. 5 Prominent <br /> <br /> <br />among these is the San Francisco Bay Commission,6 a reqional <br /> <br />....;;.. <br />
