210. A Variety of Regulations Are Needed to Serve Multiple

Objectives

Chapter II discusses regul&tions set ,out in Figure II.

These involve a variety of

state and local regula-

tions which are 'designed explicitly

to reduco flood losse~

indirectly to reduce

flood losses, or which have potential

with minor modifications to reduce losses. Regulations to

reduce losses are needed for (1) upland uses sUbject to

occasional storm flooding, (2) beach ,uses between low and

are subject to flood clamage or can increase erosion daJl1ag8

to other lands. These regulations may be directed to a range

of coastal acti vi ties and be designed to achi'eve a variety

of interrelated but distinct objectives:

1. Regulation of the type, elevation, location, and

design of buildings and other structures in all

three areas to:

(a) prevent destruction__of the ~uildin~~ by waves,

~ind, or erosion and threats to the health or eco-

nomic loss to occupants, (b) prevent damage to back-

lying :flroperties -"'rom floating debris which adds
to the destructi~~.force of waves, (c) prevent the
use of lands,for dwe~ling purposes which are not

accessible during floods,

(d) allocate lands to their
