<br />diversions in the Grand Valley, and attempt to maintain the mean monthly target flows in the <br />15 Mile Reach. <br /> <br />River Calls <br /> <br />The junior Shoshone Power Plant call for 158 cfs was on from August 26 to September 6, and <br />from September 10 to October 31. On September 7 through 9, the senior Shoshone 1,250 cfs <br />call was on due to faulty readings at the Dotsero gage and was taken off when the error was <br />discovered. No calls were received for the water rights collectively referred to as the Cameo <br />rights. <br /> <br />Reservoir Releases <br /> <br />A total of 57,373 acre-feet of water (after transit losses) was delivered to the 15 Mile Reach from <br />three reservoirs during the augmentation period from August 26 through October 31, 1998. <br />Details follow on the operations of the individual reservoirs. Table I shows daily releases from <br />each reservoir and Table 2 provides summary operation statistics for each reservoir, including <br />total storage capacity and volumes released to benefit flows in the 15 Mile Reach. <br /> <br />Green Mountain Reservoir HUP: A total of31,728 acre-feet of surplus water was <br />released from the 66,000 acre-feet of storage in the HUP during August 26 through October 31 <br />(see Figure I). At the end of the irrigation season, 34,272 acre-feet remained in storage in the <br />HUP. No releases were needed for the west slope HUP beneficiaries in 1998. An agreement was <br />being negotiated to deliver surplus HUP water to the Grand Valley Power Plant (up to 310 cfs, <br />see Figure 2). The concept of an agreement to deliver surplus HUP water in excess of the power <br />plant capacity to municipal recreational uses was also being explored. <br /> <br />Ruedi Reservoir: On August 19, seepage was observed downstream from Ruedi Dam, <br />and USBR increased releases to 500 cfs as a safety precaution. On August 25, releases were <br />returned to 250 cfs after determining there were no dam safety problems. <br /> <br />Releases from the fish pools began on August 26 and continued for 58 days, ending on <br />October 22. Of the total 31,650 acre-feet dedicated for endangered fish from the regulatory pool <br />of Ruedi Reservoir, 20,798 acre-feet was released, leaving 10,852 acre-feet at the end of the <br />irrigation season. On September 16 and 23, the Ruedi Water and Power Authority participated in <br />the conference calls to express concern about releases from Ruedi exceeding 250 cfs. Per an <br />agreement for 21,650 acre-feet with the Service and CWCB (discussed in Attachment A), <br />Reclamation makes a reasonable effort to limit the maximum releases from Ruedi to 250 cfs. <br /> <br />Wolford Mountain Reservoir: The 6,000 acre-feet of storage space provided for the <br />endangered fish per the Wolford Mountain Reservoir Biological Opinion filled in 1998 and the <br />water was available for the endangered fish. Releases from the fish pool began on August 26 and <br />continued for 31 days, ending on September 25 when the 6,000 acre-feet had been used.
