.

F. THREATENED AND ENDANGERBD SPECIES

SPECIES ASSBSSMENT - Under requirements of Section 7 of the Endangered Species
Act (Act), Reclamation requested from the U.S. Fish and wildlife Service
(Service) a list of threatened and endangered species that may be present in
areas affected by the proposed action. The Service identified the following
federally-listed threatened or endangered species that may occur in the area
affected by the proposed action on AprilS, 1993:

SPECIES

Bald eagle (Haliaeetus leucoceohalus)
Peregrine falcon (~ oerearinus)
Mexican spotted owl (Strix occidentalis lucida)
Colorado squawfish (Ptvchocheilus lucius)
Razorback sucker (Xvrauchen texanus)
Humpback chub (Gila cvoha)
Bony tail chub (Gila eleaans)
Southwestern willow flycatcher (Eoidomax trailii extimus)
Flannelmouth sucker (Catostomus latioinnis)
Roundtail chub (Gila robusta)

STATUS

Endangered
Endangered
Threatened
Endangered
Endangered
Endangered
Endangered
Candidate
Candidate
Candidate

In December 1993, Reclamation requested the Service update federally protected
species occurring in the project area. In addition to the species listed
above, the Service requested Reclamation address additional species listed
below:

SPECIES

Black-footed ferret (Mustela niarioes)
Mesa Verde cactus (Sclerocactus mesae-verdae)
Southwestern willow fly catcher (Eoidomax trailii extirnus)
Spotted bat (Euderrna maculatum)
Black tern (Childonias niaerl
Loggerhead shrike (Lanius ludovicianus)
White-faced ibis (Pleaadis chici)
Ferruginous hawk (Buteo reaalis)
cronquist milkvetch (Astraaalus croauistii)
Schmoll milkvetch (Astraaalus schmollae)
Mesa Verde stickseed (Hackelia aracilenta)

STATUS'

Endangered
Endangered
Proposed*
Candidate
Candidate
Candidate
Candidate
Candidate
Candidate
Candidate
Candidate

. This species was upgrade from Candidate to Proposed (as endangered) status
since April 1993.

While the Act does not require federal agencies to address candidate species
in a biological assessment, Reclamation recognizes the importance of
addressing potentially threatened species to assist in preventing further
decline of the species ultimately requiring formal protection under the Act.
Of the several candidate species listed above, only the roundtail chub and
flannelmouth might be affected by a change in operation of McPhee Darn. The
other candidate species are not addressed since they are neither known to
occur within any habitat potentially affected by the proposed action or they
are not known to occur in either the Dolores or San Juan river floodplains.
Since the proposed action would affect federally protected species in both the
Dolores River and San Juan River basins, assessed impacts to species occurring
in each respective basin is described separately below.

The federally endangered black-footed ferret and the threatened Mesa Verde
cactus are not addressed in this assessment since they occur strictly in

10
