I .

'.

.' j

-~.

::01-

CHAPTER IV
ENVIRONMENT AL COMMITMENTS

TIle following environmental commitments would be implemented:

All Alternatives

I. Downstream flows would be released from the SLOW except when water temperatures are needed
which cannot be provided through use of the SLOW. This would decrease the loss of opportunity to
produce the maximum amount of power from the hydroelectric powerplant.

2. Reclamation will monitor water temperature in the Dolores River from McPhee Darn to Bradfield
Bridge. The purpose of the monitoring would be to monitor effects on water temperamre from the
water release criteria The monitoring program will be designed in coordination with the CDOW and
DWCD. An annual meeting would be conducted to discuss and review the effect of water releases on
water temperamre and the Dolores River trout fishery.

Alternatives I, 2 .and 3

1. An interagency team of biologists would provide direction on use of the pool to provide seasonally
fluctuating downstream releases to provide an appropriate temperamre for conservation of downstream
fish and wildlife resources. The CDOW would likely be designated as the single fish and wildlife
management entity respoaslbIe for commWlicating recommendations as to use of the managed pool.

Alternative I

I. The water year for the fish and wildlife managed pool would be changed from November I-October 31
to April I-March 31. .This is different from the other Project water users. The District would
implement an accounting mechanism for the fish and wildlife pool water year similar to the accounting
system for other Project water users.

2. Depletion of the fish and wildlife managed pool would not occur during any spill management (either a
"managed" spill or "ledger" spill) releases from McPhee Reservoir.

Alternative 2

I. The fish and wildlife annual reserved pool would not share water shortages with other Project water
users during dry years.

42
