Aspinall, for many years. The West is mighty <br /> <br /> <br />proud of him and the Nation has implicit faith and confidence in <br /> <br /> <br />him. His integrity is matched only by his courage. His sound <br /> <br />judgment leaves nothing to be desired. <br /> <br />iVhen such complex problems come to Washington as the pending <br /> <br />matter, it is well that we have dedicated men such as Wayne N. <br /> <br />Aspinall, walter Rogers, and you members of this Committee to <br /> <br />delve into it, to develop the cold facts without prejudice or <br /> <br />sectional jealousies. <br /> <br />On May 18, 1931, ~~. Justice Brandeis of the united States <br /> <br /> <br />Supreme Court, in Arizona vs. California (283 u.S. 423 (1931)), <br /> <br /> <br />spe~ting of Central Arizona said: <br /> <br />"It is alleged that there are numerous sites suit- <br /> <br />able for the construction, maintenance, and operation of <br /> <br />dams and reservoirs required for the irrigation of land <br /> <br />in Arizona; and that actual projects have been planned for <br /> <br /> <br />the irrigation of 1,000,000 acres, including 100,000 acres <br /> <br /> <br />owned by the State. For this purpose 4,500,000 acre-feet <br /> <br /> <br />of water annually will be additionally required. Permits <br /> <br /> <br />to appropriate this water have been granted by the State; <br /> <br /> <br />.and definite plans have been approved by the State <br /> <br />engineer." <br /> <br />- 2 - <br /> <br />,~;~~ <br />
