Accountinq <br /> <br />In order to understand what state funds are available for <br />comprehensive water and related land resources to be matched by <br />federal funds under the Water Resources Planning Act, it is <br />necessary that the accounting procedures followed by the state of <br />Colorado be discussed briefly. The Water Conservation Board, along <br />with all departments of the state of Colorado, is required to <br />follow accounting procedures as dictated by the Office of the state <br />Auditor, Legislative Branch. In addition to this, the Board is <br />audited each year by the state Auditor. Based on generally <br />accepted standards and principles, the accounting procedures that <br />will be followed by the Water Conservation Board will meet the <br />following minimum requirements: (1) Itemization of all supporting <br />records or program expenditures in sufficient detail to show the <br />exact nature, amount, and reasonableness of each expenditure; (2) <br />maintenance of adequate records, approved by the state Auditor. to <br />show that all salaries and wages charged against the planning pro- <br />gram are authorized; (3) maintenance of payroll vouchers for <br />salaries and wages; and (4) cross-refer~ncing of each expenditure <br />with the supporting purchase order, contract, voucher, or bill. <br />The supporting documents will be endorsed by an official authorized <br />to approve such expenditures. <br /> <br />The Water Conservation Board has four separate accounting <br />funds. ~ley are: (1) General Administration, (2) Engineering, <br />(3) Special Investigative Studies, and (4) Interstate Compacts. <br />In addition, under the terms of the Water Resources Planning Act, <br />a separate fund has been established SO as to fully account for <br />all expenditures made. This fund is called the "federal aid water <br />planning fund" and all expenditures from it are based on accounting <br />principles as set forth in the federal rules and regulations. <br /> <br />The federal accountants audited our federal accounts for Fiscal <br />Year 1970-71 and generally our procedures were adjudged adequate. <br /> <br />N. civil Riqhts Assurance <br /> <br />The State of Colorado will not discriminate against any <br />person on the basis of race, color or national origin in the <br />establishment and operation of any program developed pursuant to <br />this proposal and shall comply with the terms and intent of Title <br />VI of the civil Rights Act of 1964, Public Law 88-354. <br /> <br />. <br /> <br />FELIX L.
