The sponsors will contract for construction of the floodwater-
retarding structures and will furnish personnel and funds for
administration of the contracts, The estimated cost is $1,350,

The costs involved in obtalning land, easements, and rights-
of-way for the proposed structures will be borne by the sponsors,
These are estimated to be $6,060,

Damaqes and Benefits

I

Average annual damages without the project are estimated at
$25,126, With the project installed, these damages will be practically
eliminated for the 100-year frequency storm,

The average annual benefits accruing to the floodwater-
retarding structures are $24,009, The ratio of the average annual
primary benefits ($24,009) to the average annual cost of the proposed
structures ($8,649) is 2,8 to 1,0,

The project map shows the area subject to damage without the
project and Figure 1 shows the area remaining subject to flooding
after the project is installed,

I

Operation and Maintenance

I

The land treatment measures on private and State agricultural
land will be maintained by the lando,mers and operators of the farms
and ranches on which the measures are installed,

I

The watershed project sponsors will be responsible for the
operation and maintenance of the floodwater-retarding structures
and the existing channels below the structures through the watershed
area, The average annual cost of operation and maintenance is
estimated at $1,077 for the three structures, The nonproject cost
of operating and maintaining channels through town is estimated at
$250 annually,

Provisions for Financina

I

The Town of Limon will be the Contracting Local Organization,
with the assistance of the Colorado state 30il Conservation Board,
and will provide the necessary funds for the costs involved in the
administration of construction contracts, in obtaining land, easements
and rights-of-way, and in accomplishing operation and maintenance,
These funds will be obtained from the allocation of a portion of the
annual funds presently derived through the nonnal taxation powers of
the Town.
