<br />~ <br /> <br />I <br /> <br />0=1755 <br /> <br />- 13 - <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />A study was made for an alternate program with the diversion of the <br />flood flows from the three tributary drainages eastward through a <br />floodway channel into Lake Creek northeast of the Town of Limon. <br />This investigation indicated that to provide a degree of control <br />equal to the three proposed floodwater-retarding structures <br />would require about 75 percent more, Preliminary investigations <br />also determined that annual watershed yields were not sufficient <br />to support the incorporation of permanent storage for agricultural, <br />industrial, municipal, or recreational purposes. <br /> <br />I <br /> <br />I <br />I <br /> <br />The main factors influencing the location of the three <br />reservoir sites were: (1) topographic conditions affecting the <br />amount of materials required in the dams in relation to the amount <br />of storage capacity in the reservoir area; and (2) proximity of the <br />sites to the area benefited. <br /> <br />I <br /> <br />All three sites were located so as to obtain maximum reduction <br />of floodwater runoff from the highest percent of flood-source area <br />with the least cost. <br /> <br />I <br />I <br /> <br />The works of improvement planned for installation for floodwater <br />protection meet the objectives of the sponsoring organizations and <br />the Soil Conservation Service. <br /> <br />I <br /> <br />High standards of hydraulic design were used for an earthfill <br />structure on each of the vlest, Middle and East drainages to provide <br />adequate protection to the Town of Limon. the state Highway bridge, <br />the Rock Island Railroad bridge, agricultural floodplain lands, and <br />the town's sewer lagoons. <br /> <br />I <br /> <br />The project plan conforms to all Federal and State Laws and <br />regulations and will have no known detrimental effect on any <br />existing downstream project. <br /> <br />I <br />I <br /> <br />The High Plains Soil Conservation District will continue its <br />land treatment program for watershed protection and the realization <br />of benefits. <br /> <br />I <br />I <br /> <br />The damage evaluations for present condItions are based on <br />conditions with the improved culvert and channel capacities which <br />are now in the process of completion. Damage evaluations for <br />with project conditions are based upon the improved channel capacities <br />and the three floodwater-retarding structures. <br /> <br />I <br /> <br />I <br />
