Based.on feedback we have re- <br />ceived, the program has irriplemented a <br />nwnber .of measures t.o keep peaple in- <br />f.ormed .of events, activities and issues. <br />including: <br />. A m.onthly calendar .of' events ~ <br />events are .open ta the public. <br />. ' <br /> <br />New Staffing Plan <br />The scepe and budget .of the 'Recev- <br />ery Pr.ogram 'has gr.own significantly <br />, .over the past severnl years as a result.of ' <br />increased emphasis en implementati.on <br />.of capital prejects such as the can- <br />structi.on .of fishladdeis and hatcheries, <br />as well as ihe rest,arntien .of fleadplain ' <br />. habitats, and' acquisitian .of water and <br />water rights far the fish. ' <br />Ensuring that these projects are im- <br />plemented in a timely and cost-effec- <br />tive manner is a,prierity. A review .of <br />the pr.ogram's management structure <br />prempted a nwnber .of changes includ- <br />mg: <br />. Respansibility far administrati.on <br />and staffing has been transferred <br />from the management and technical <br />cammittees t.o, the directar's .office <br />and the Bureau .of Reclamatian. <br />. TechnicalcerrimitteeswiU facUs .on <br /> <br />praviding advice and expertise ta <br />the management c.ommittee <br />. The direct.or's respansibilities and <br />staff have been increased ta imple- <br />ment and administer the pregram, <br /> <br />Independent Peer Review <br />Rec.overy actians such as cantral- <br />ling nen-native fish,' restering flead- <br />plain habitats andpr.oviding fish pas- <br />sage everdiversian dams will be im- <br />plemented far the first time, in the up- <br />per basin. Ta 'ensure ,cantinued techni- <br />cal and scientific integrity, instream- <br />flaw studies, and genetics-manage- <br />ment and flaadplain-restarntian activi- <br />ties will be independently reViewed by <br />nati.onally and'intematianally rec.og- <br />nized scientists wh.o will pravide ad- <br />vice on thepregrnm's avernU directian. <br /> <br />long-Term Funding <br />Program participants have been <br />meeting with stafffram the U.S. Heuse <br />.of Representatives Resaurces C.ommit- <br />tee and members .of the San Juan River <br />Recavery Pragram ta develap a mutu- <br />ally acceptable, p.olitically viable <br />mechanism far lang-term funding.
