Federal Fish Hatchery and Halfmoon Creek Diversion <br /> <br />The Federal Fish Hatchery near Leadville, Colorado, will be <br />suppl ied flow-through Project water at a rate of up to 6.7 cubic feet <br />per second as has been done in past years. This flow is released from <br />Turquoise Lake through Mt. Elbert Conduit to the fish hatchery and then <br />into the Arkansas River. The flow is later stored, less appropriate <br />transit 1osses, in Pueo1o Reservoir. <br /> <br />. <br /> <br />The planned operation of Halfmoon diversion is to divert all the flow in <br />Halfmoon Creek, to the maximum diversion capacity of 150 cubic feet per 4 <br />second, which is in excess of the downstream call on Ha1fmoon Creek or <br />the instream minimum flow. The diverted flow will pass through <br />Mt. Elbert Powerplant and will be re1eased to the Arkansas River via <br />Lake Creek. <br /> <br />F. Twin LakeslMt. Elbert Forebay <br /> <br />Twin LakeslMt. Elbert Forebay will be operated to maXlmlZe power <br />generation. Twin Lakes will always: 1. maintain sufficient water in <br />storage to be pumped into Mt. Elbert Forebay to allow 1 day of genera- <br />tion or 2. provide sufficient space in Twin Lakes to allow the evac- <br />uation of the l~day demand from Mt. Elbert Forebay. At no time will the <br />water surface elevation in Twin Lakes be less t~an 9168.7 feet while the <br />powerplant is in service. <br /> <br />Flow-through water at Mt. Elbert Forebay will be supplemented by pumping <br />frOO1 Twin Lakes to allow full utilization of Mt. Elbert Pumped-Storage <br />Powerpl ant. Therefore, to reduce pumping costs, as much water as <br />possible will be released from Turquoise Lake and diverted from Halfmoon <br />Creek into Mt. Elbert Conduit for use at the powerplant. <br /> <br />The minimum release from Twin Lakes is 15 cubic feet per second or <br />natural inflow, whichever is less. Table 12 and exhibit 20 show the <br />proposed operation in Twin LakeslMt. Elbert Forebay for water year 1987. <br /> <br />G. Pueblo Reservoir <br /> <br />Water released from storage in Turquoise La~e and Twin Lakes during <br />the year, that is not for demands above Pueblo Reservoir, will be stored <br />in Pueblo Reservoir. Water in storage (Project, winter water, or water <br />stored under contract with other entities) will be released on demand of <br />the contractor and administered in the Arkansas River by the Colorado <br />Division of Water Resources Division 2 Engineer. <br /> <br />. <br /> <br />The water users below Pueblo Dam have reached an agreement for a Winter <br />Water Storage Program beginning Novenber 15, 1986. Under this agreement <br />the total system production up to 100,000 acre-feet wil I be divided <br />28.8 percent to entities ~ith direct-f1o~ ~ater rights and 71.2 percent <br />to entities having storage water rights and their own storage facili- <br /> <br />21 <br />
