This is an interim plan <br />until a long-term market is developed for all the available stored <br />water. Short-term sales may be made on a year-to-year basis as the need <br />develops for water. <br /> <br />The planned releases from Ruedi Reservoir are for about 160 cubic feet <br />per second until late November, then increase to 200 cubic feet per <br />second until the end of April which would draw the reservoir down to an <br />elevation of 7706 feet. However, based upon the type of runoff season <br />indicated by monthly snowpack data, the outflow from the reservoir and <br />the target elevation may be adjusted. Monthly estimates of probable <br />inflow would be made following the February 1 through May 1 runoff <br />forecasts. <br /> <br />. <br /> <br />The minimum release requirements, as described in the operating prin- <br />ciples, are 39 cubic feet per second from November 1 through April 30 <br />and 110 cubic feet per second from May 1 through October 31 or n at ive <br />inflow, whichever is less. These flows include water from Rocky Fork. <br /> <br />Recreation interests requested that the reservoir water level not be <br />drawn down below elevation 7706 feet (53,100 acre-feet), which is 2 feet <br />above the bottom of the Forest Service boat ramp. <br /> <br />The Operating Plan indicates that the reservoir.will be filled by about <br />July 3, thus providing recreational benefits during the surraner months. <br />Flows on the Fryingpan River below Ruedi Dam during May and June should <br />be in the 200 cubic feet per second range. After July 3, the Operating <br />Plan is to maintain the reservoir as near as possible to elevation <br />7764 feet (2 feet below the spillway crest) until it is necessary to <br />draw the reservoir down for downstream demands or for storage space for <br />next spring runoff. The Colorado Division of Wildlife has requested <br />that the minimum outflow be maintained at or above 100 cubic feet per <br />second from September 1 through November 15 to enhance the downstream <br />brown trout spawning. These flows can be maintained under normal <br />conditions. <br /> <br />If water is sold to entities downstream, the outflow from the'reservoir <br />will be adjusted to the situation at the time of delivery and will be <br />included in the overall operation. <br /> <br />Table 10 and exhibit 19 show the anticipated operation of Ruedi <br />Reservoir during water year 1987. <br /> <br />C. West Slope Collection System <br /> <br />In water year 1987, the West Slope Collection System will be in <br />operation to divert approximately 27,500 acre-feet of water from the <br />Fryingpan River Basin and about 3,000 acre-feet from the Hunter System. <br />The exchange of up to 3,000 acre-feet of water into the Roaring Fork <br />River with the Company's system will be made again this year.
