1'73'3

.

K. Reservoir Storage Allocation Data

Table B presents the reservoir storage allocation data for the
Project's five reservoirs.

L. Flood Control Benefits

During water year 1986, there were no occurrences in which Pueblo
Dam was used to control flow in the Arka~sas River. During the maKimum
runoff period, Ruedi Dam was used sever~l times to control flow in the
Fryingpan River. !

The flood control at Ruedi Dam began in early June when the outflow from
the reservoir was controlled by storing water in the reservoir and by
diverting water from the Fryingpan River Basin to the Arkansas River
Basin. Without re9ulation at Ruedi Dam and diversion capabilities into
the Arkansas River, flows in the Fryingpan River below Ruedi Dam would
have been well above the estimated safe channel capacity until early
July. The corps estimated the flood control benefits to be $70,000 as a
result of these operations. '

Table 9 shoWS the flood control benefits received on both Ruedi and
Pueb 10 Dams.

.

IV. OPERATION PLAN FOR WATER YEAR 1987

A. General

Detailed monthly operation studies; have been made for the four
reservoirs in the Project syst911 (assumes Twin LakeslMt. Elbert Forebay
as one reservoir) which simulate the proposed operation for water year
1987.

In preparing the operation studies, f1exibil ity has been allowed for
changes in the inflow or outflow as con~itions warrant. Forecasts of
the April through July Ruedi Reservoir i inflow as well as projected
Project imports for Turquoise Lake will i be started on February 1 and
continue on the first of each succeeding month through May 1.

The contract with the District requires notification be given to the
District by May 15 of the quantity of water available for their use
through April 30, 1988.

B. Ruedi Reservoir

Ruedi Reservoir will be operated in ~ater year 1987 to control the
spring runoff which is projected to be ~04,OOO acre-feet based on the
April I, 1987 forecast. The reservoir will provide maximum storage for
use by recreational interests, for fish and wildlife enhancement and for

.

14
