() O. <br />1..\),; <br /> <br />F. Twin lakes/Mt. Elbert Forebav <br /> <br />Twin lakes/Mt. Elbert Forebay will be operated to maximize power <br />generation. Twin lakes will always: (1) maintain sufficient water in <br />storage to be pumped into Mt. Elbert F~rebay to allow 1 day of generation <br />or, (2) provide sufficient space in Twin lakes to allow the evacuation of <br />the I-day demand from Mt. Elbert Forebay. At no time will the water surface <br />elevation in Twin lakes be less than 9168.7 feet while the powerp1ant is in <br />service. <br /> <br />Flow-through water at Mt. Elbert Forebay will be supplemented by pumping <br />from Twin lakes to allow full utilization of Mt. Elbert Pumped-Storage <br />Powerp1ant. Therefore, as much water as possible will be released from <br />Turquoise lake and diverted from Ha1fmooh Creek into Mt. Elbert Conduit for <br />use at the powerp1ant. ' <br /> <br />Twin lakes Reservoir and Canal Company has both an East Slope Storage Decree <br />and West Slope Storage Decree whi ch all ows the company to store up to <br />54,452 acre-feet of water. The company will store as near as possible their <br />maximum capacity this year from either or both sources and maintain that <br />storage for as long as possible. <br /> <br />The minimum release from Twin lakes is 15ift3/s or natural inflow, whichever <br />is less. Table 17 and exhibit 23 show the proposed operation in Twin <br />lakes/Mt. Elbert Forebay for water year 1991. <br /> <br />G. Pueblo Reservoir <br /> <br />Project water released from storage in Turquoise lake and Twin lakes <br />during the year, that is not for demands above Pueblo Reservoir, will be <br />stored in Pueblo Reservoir. Water in storage (Project, winter water, or <br />water stored under contract with other entities) will be released on demand <br />of the contractor and administered in t~e Arkansas River by the Colorado <br />Division of Water Resources Division 2 E~gineer. <br /> <br />The Arkansas River water users winter water storage decree will be in effect <br />beginning November 15, 1990. Under this decree, the total system production <br />up to 100,000 acre-feet will be divided 28.8 percent to entities with <br />direct-flow water rights (stored in Pueblo Reservoir) and 71.2 percent to <br />entities having storage water rights and ~heir own storage facilities. The <br />next 2,750 acre-feet will go to Amity Mutual Irrigation Company to be stored <br />in John Martin Reservoir or the Great Plains System, the next 356 acre-feet <br />will go to Holbrook Mutual Irrigation Comp~ny to store in their system. Any <br />water above the 103,106 acre-feet will be divided 75 percent to off-channel <br />storage entities and 25 percent for the direct-flow entities. <br /> <br />A 11 wi nter water storage in Pueblo Reservoi r shall be released to the ri ver <br />if not furnished to the district within 18 months from the start of the <br />winter storage period but not later than May 1 of the year following the end <br />of the winter storage period in which it ~as stored. Any water stored in <br />the Joint-Use Pool, other than flood waters, will be released prior to <br />April 15 of each year. <br />
