REPORT ON OPERATIONS DURING WATER YEAR 1990

A. Ruedi Reservoir

Ruedi Dam is located on the Fryingpan Ri'ver on Colorado's western slope.
The reservoir provides replacement storage for out-of-prioritydepletion by
the Project. Additional storage water is available for sale to meet
irrigation and municipal and industrial water needs in western Colorado.

The reservoir has a total capacity of 102;300 acre-feet. The spillway on
the right abutment is uncontrolled with an agee-type crest which has a total
release capability of 5;500 ft3/s. ;
!

Storage in Ruedi Reservoir at the beginning of water year 1990
(September 30, 1989) was below capacity at 89,720 acre-feet which is
96 percent of normal. On October 1, the reservoir release was at 190 ft3/s
to bypass native inflow and continue the endangered fish release. This
release rate was maintained until October 17 when it was decreased to
80 ft3/s. The maximum daily release occurred during the first 16 days of
October at 190 ft3/s. The maximum reservoir content reached during the year
was 101,270 acre-feet on July 27. The 101,'270 acre-feet is 1,100 acre-f~et
less than conservation capacity. Maximumiinflow for the year of 680 ft /s
occurred on June 10. :

During water year 1990, requests were made for releases of stored water by
West Divide and Basalt Water Conservancy Districts. Total release for the
two storage entities was approximately 174 acre-feet. West Divide useage
was about 54 acre-feet, and Basalt W~ter Conservancy District used
120 acre-feet. Both entities called for t~eir releases from July 30, 1990,
through October 24, 1990 (table 1). In addition to the releases for the two
storage contract entities, a release of i 10,000 acre-feet was made from
August 14, 1990, through November 3, 1990 for the U.S. Fish and Wildlife
Service from water leased by the Colorad6 Water Conservation Board. The
release was for the enhancement of endangered fish in the Colorado River's
"15-mile reach" just below the Grand V,alley Diversion Dam near Grand
Junction, Colorado. Also included in table 1 is the release for endangered
fish for 1989. Both the 1989 and 1990 releases extended into the next water
year but are being published in their entlrety to show the total volume of
the release. The content in Ruedi Reservoir on September 30, 1990, was
92,300 acre-feet or 99 percent of normal.;

Exhibits 1 and 2 show the precipitation and pan evaporation at Meredith.
Table 2 and exhibit 3 show the operations of Ruedi Reservoir during water
year 1990. Table 3 and 4 show the daily release for endangered fish for
water years 1989 and 1990. Also shown is the storage release for irrigation
and M&I under augmentation plans for bo~h West Divide and Basalt Water
Conservancy District during the month of ~ugust through October. ,

B.
