Introduction

This report is a sigruficant
rrulcstone in Western Area
Power Administration's (\Vestem)
Replacement Resources Process. The
Replacement Resources Methods Report
(Methods Report) describes the study,
findings and conclusions in Western's
evaluation of economically and technically
feasible methods that the agency proposes
to use to replace capacity made unavail-
able ("lost") due to changes in operational
constramts at Glen Canyon power plant,
and other power features of the Colorado
River Storage Project (CRSP).

This document meets the require-
ments for the report required by Section
1809 of the Grand Canyon Protection Act
(GCP Act) of 1992 (Title XVJlI of the
Reclamation Projects Authorization and
Adjustment Act of 1992, PL. 102-575).
Volume I of this report summarizes
Western's Replacement Resources
Process. It prO\;des background infonna-
tion on the process used to consult "ith
mterested parties, the analysis used to test
the feasibility of methods to replace
capacity lost at Glen Canyon and the
proof-of..-concept methodology. It also
outlines the methods Western "ill use to
acquire replacement resources, including a
discussion on how replacement options
\\ill be evaluated. Fma.lly, this report
addresses Western's conclusions and
outlmes Western's proposals for how it
\\ill meet customer's needs for rep~ace-
ment power. Additional details on the
background, resource acquisiuon and the
proof.-<lf-<:oncept modeling are found in
Volume 2 of this report (\'01. 2: .\lcthods
Report)

The Grand Canyon Protection
Act of 1992 - Replacement
Power

The Replacement Resources
Methods Report was developed as part of
the agency's Replacement Resources
Process. This process was initiated in
response to the GCP Act of 1992.
