Before proceeding, however, <br />Western would need to consider many <br />other issues, such as whether the develop- <br />ment of new power generation resources <br /> <br />II <br /> <br />is an appropriate Federal role. <br /> <br />Western proposes to request from <br />Congress any additional required legal <br />authority to participate in or acquire <br />power generation resources if this is <br />determined in the future to be more <br />cost effective than other replacement <br />power alternatives. <br />
