Governor Owens charged the Commission to generate <br />recommendations that will promote saving open spaces, farms and ranches <br />based on the evidence of overwhelming public support for this concept.. <br /> <br />I To dote, Colo"do laodowne" h", genem",~ donoted m,n, of thei, <br />I development rights. However, a' large number of the State's landowners <br />cannot afford to donate their land's value and must seCllre at least partial <br />I com~ensadon for the value they agree ....oluntarily to forego by giving up <br />I some or aU of the development value of their land. It is only fair that the <br />public compensate such landowners, based upOn the faCt that the public <br />I bEnefits from the continuation of land as open space, farms and ranches. <br />I Other conservation measures are important components of the State's <br />I aoility to conserve lands, but without additiOnal funding. these measures <br />r will only accomplish a small measure of new conservation. <br /> <br />Therefore. the Commission recommends state, local and private <br />con,sideration of increased funding of preservation efforts. Some of Colorado's <br />I fastest growing communities have yet to enact local'open space programs with <br />a dedicated revenue stream. The Commission encourages local communities <br />to consider further efforts [0 preserve their local open spaces. The <br />I Commission heard several suggestions regarding additional funding s~urces: <br />I <br /> <br />devote a portion of the surplus to GOCO <br /> <br />. <br /> <br />allow state capital constnJction dollars to be used to preserv~ open <br />space and wildlife habitat as part of blended state projects <br /> <br />I <br />I <br />I <br /> <br />increase the local sales tax cap to fu.nd land preservatiOn. <br /> <br />The Commission recommends that the Governor and the Gerieral <br />Assembly examine these and o0er options to increase state funding of efforts <br />to preserve open spaces. farms and ranches. .. <br /> <br /> I <br />.
