<br />7. COOPERATIVE STUDIES and ACTIVITIES <br /> <br />Article VIII.G.(l) of Arkansas River Compact requires the Administration to <br />cooperate with the chief official of each of the states of Colorado and <br />Kansas charged with the administration of water rights in their respective <br />states, and with the Federal agencies in systematically determining and <br />correlating the facts pertaining to the flow and diversion of the water of the <br />Arkansas River and to the operation and siltation of John Martin Reservoir <br />and other related structures. Article VIII.G.(2) requests the Director of the <br />United States Geological Survey ("USGS"), the Commissioner of the United <br />States Bureau of Reclamation, and the Chief of Engineers, United States <br />Army, to cooperate and collaborate with the Administration and with the <br />appropriate state officials in such determinations and correlations of stream <br />flow and related data. Under the By-Laws of the Administration, these <br />cooperative studies and activities are assigned to the Engineering <br />Committee of the Administration. <br /> <br />During the year covered by this report the Administration has received <br />excellent cooperation from all agencies referred to in the foregoing <br />provisions of the Compact. The USGS has continued the operation of the <br />compact gaging stations and the analysis of and compilation of the <br />hydrologic data presented in this report and used in the administration of the <br />Compact. The USGS briefed the Administration and, where appropriate, <br />sought its input on a variety of water resource studies it was conducting in <br />the Arkansas River basin. The USGS developed a proposal to conduct a <br />cooperative study of transit losses and travel times along the Purgatoire <br />River for the Administration's consideration. The Corps reported on <br />continued efforts to reallocate excess space at Trinidad Reservoir, on the <br />process for addressing channel capacity problems along the Purgatoire <br />River downstream of the City of Trinidad, and on tentative plans to improve <br />aquatic conditions at Lake Hasty. <br /> <br />~ <br /> <br />""CA'" <br /> <br />10 <br />
