<br />Kansas called for release of its entire account during a single run from June <br />24 to July 28, 1993 resulting in a release of 27,298.33 acre-feet. A separate <br />transit loss account release of 1,953.15 acre-feet was made to support <br />deliveries of Kansas account water to the Stateline. Operations of the <br />Kansas and transit loss accounts are summarized in Tables 9, 10, and 11, <br />and detailed on a daily basis in Appendices 8-12 and 8-13. <br /> <br />The procedure used to calculate deliveries of requested releases is <br />described in an annual agreement between the states. The Stateline flow <br />attributed to Kansas demands for releases from JMR is calculated using a <br />lag/rundown period to account for the transit time between JMR and the <br />Stateline. Generally, deliveries begin 2 days after the release from JMR <br />commences and continue for up to 7 days following the end of the release. <br />The agreement for 1993, dated Dec. 8, 1992, states in part: <br />"3. Credit for delivery to Kansas will stop at the Slateline 7 days after the <br />end of the run at JMR. No credit for over delivery will be determined for <br />a run that exceeds 100% of the Kansas account release. <br />4. When the daily average flow at the State line exceeds the demand, <br />delivery will be credited at not to exceed 105% of the demand." <br /> <br />The total Slateline flow on days of Kansas demands, determined pursuant <br />to the annual agreement by the Operations Secretary using provisional data <br />was 34,841.00 acre-feet. This flow was revised to 34,619 acre-feet when <br />USGS discharge records were finalized and published. Of this Stateline <br />flow, 27,298.33 acre-feet was detennined pursuant to the annual agreement <br />to be the credited delivery from the Kansas account. <br /> <br />The operation of the transit loss account in Compact Year 1993 is shown in <br />Table 11. The November 1992 release was the <br />reallocation of excess transit loss account water to the other Section II <br />accounts, and was not a physical release from the reservoir. The ratio used <br />for this reallocation was modified to compensate the other accounts for an <br />inadvertent error in failing to charge the Amity Canal's Section III account <br />the 35% transit loss account charge on inflows that it received in May 1992. <br /> <br />A.IICAl_ <br /> <br />18 <br /> <br />'--I <br />
