This computed flow (re- <br />ferred to as storable flo" for purposes of this ,'eport) is considered to be <br />representative of the available legal diversion for the proposed project, <br />even though the site of the proposed Narro"s Dam is downstream from the <br />headgate of Bijou Canal. This analysis ~'ould be inval id if the Narro"s <br />Reservoir were constructed and the water right there r~mained senior to that <br />of the proposed project. <br /> <br />The average winter flow (November through Hay) and the average storable <br />flow for those same 7 months, when there is typically no irrigation, for the <br />Kersey-Balzac reach of the river is shown in figure 5. These plots were based <br />on 19~7-61 data obtained from a U.S. Bureau of Reclamation study (1965). The' <br />flow-duration curve of the storable flow from October through June, when di- <br />version for storage would be allowed, for 19~7 to 1974 is shown in figure 6. <br />The large variabil ity is indicated by the monthly distributions of the, <br />storable flo" for these same data in table 2. <br /> <br />The divertible flow for this proposed project would be the storable, <br />flows except for the fact that the capacity of the Bijou Canal wi 11 prevent <br />the diversion of the higher flows. The reported capacity of the Bijou 'Canal <br />is .30,000 acre-ft per month and, thus, any monthly storable flow that exceeds' <br />30,000 acre-ft is limited to that value. Because of the high variability of' <br />the monthly flows (table 2), the effects of this limitation are quite dra- <br />~~tjc. The average storable flow from October through June for the 1947-7~ <br />period is 217,000 acre~ft but the average divertible flow is only 96,000 ac- <br />re-ft.
